SUPPLEMENTARY REGULATIONS


Introduction

Welcome to the fourth running of Black River Stages presented by Central New York Region, SCCA. This is our newest event and we hope that you will enjoy yourself. Our predecessors, Greg Healey and Keith Kreisler of the Blue Mountain Region, worked hard and are to be commended for establishing this fine event.

After working though some "rough roads", the Region was able to get the final approval from the National office to be able to "rally along" with the plans to make the rally a go. The good people of "the Gateway to the Adirondacks" in Harrisville, New York, the towns of Diana and Pitcairn have done everything to assure that this event will run smoothly and we have their full cooperation. These people want you here and appreciate your visit.

With the help of the entire rally community, we were able to gather the best skilled volunteers to aid with the running of the event. We want to recognize Diane Houseal, Greg Healey, Mark Johnson, and Julie Douglas (from the National Office) for their great efforts, knowledge of the event, and their time to aid our committee. These people, along with our own Rallymaster, Frank Beyer, and members of the Rally Committee Rex Franklin, Bruce Parker, Dave Stehlik, and Alex Fairbank, along with the entire enthusiastic and dedicated townspeople in Harrisville, New York. On behalf of the organizing committee, and our entire Region, we appreciate your patience and hope you find that we will be presenting a challenging and fun event.

There of course are more plans for the future. The officials of surrounding townships will be at the event. We hope to expand the Rally in the future and need their cooperation to secure more roads for next year. As always, help us represent our sport with courtesy and a smile.


Black River Stages will run according to the 2001 SCCA ProRally Rules and count toward the 2001 SCCA Northeast Division ClubRally Championship.

Entries

Entries will be based on date of postmark. There will be no entries accepted that are postmarked before September 8, 2001. There will be a 40 car limit. Entry Fee will be in the amount of $225.00. Canadian funds will be accepted at par from legitimate Canadian competitors. Checks should be made payable to CNY Region SCCA and mailed to: Frank Beyer, PO Box 131, Brewerton, NY 13029-0131.

Registration and Technical Inspection

Rally Headquarters is in Harrisville, New York on NY Routes 3 & 812, approximately 30 miles East of Watertown. Registration and Tech Inspection will be held at the Harrisville Fire Hall located in downtown Harrisville. (See map).

Registration will be open on Friday evening from 6 pm until 9 pm. Registration and Tech will be open on Saturday morning from 7:30 am until 10:30 am.

The Official Notice Board will be located at the Harrisville Fire Hall.

The ClubRally Licensing Seminar will be held on Saturday morning at 8:30 am at the Fire Hall. All newly licensed competitors must attend.

Stages

The event uses roads in Lewis and St. Lawrence Counties, along the Western border of the Adirondack Park in Northern Central New York. The stages will range in length from 5 to 8 miles and consist of graded gravel and sand based roads that are 1 to 1-1/2 lanes wide. Major intersections will be bannered and marshalled. Course arrows will only be used to indicate triple caution exposures.

There will be 8 competitive stages totalling approximately 45.65 miles. The four opening stages will be run in daylight. Stage 5 will run around dusk, then 6 through 8 after dark. Stages 5/6 and 7/8 will be "turnarounds" where you will run in and then back out dead-end sections. (Sorry, it can't be avoided.)

Timing will be to the hundredth of a minute. Mileages to the hundredth of a mile. Lateness penalties accrue at 20 points per minute of lateness.

Sweep

If you are unable to continue and have stopped on a stage that will be used a second time, your car will be moved to a safe location and the competitors taken to the end of the stage. Your vehicle will be left for extraction after the stage is closed and the road is reopened to the public.

Service

The Harrisville Fire Hall is HQ for the Rally and only service area. Rest rooms will be available. Space is limited and we encourage everyone to be considerate of fellow competitors.

Awards, Pre and Post Rally Parties

A Pre Rally Welcome Reception will be held at the Harrisville Fire Hall on Friday evening starting at 7:30 pm. Scores will be posted and awards presented at the Harrisville Fire Hall starting at 9:30 pm on Saturday evening while we treat ourselves to some nice refreshments after the rally.
