SUPPLEMENTARY REGULATIONS


Introduction

Welcome to the fifth running of the Black River Stages ClubRally, presented by the Central New York Region of the Sports Car Club of America. This is the second year that CNYR has presented the event after taking it over from the Blue Mountain Region. We would like to thank them for their continuing support of this rally. We would also like to thank the Finger Lakes Region for all of their assistance.

We will again be based at the Harrisville Fire Hall in Harrisville, New York. The Town of Diana, where Harrisville sits, and the Town of Pitcairn are graciously allowing us to use their roads again. In addition, we'd like to welcome the Town of Edwards to the event for the first time. We are also returning to the Adirondack International Speedway, which was instrumental in getting this event going a few years back. Those of you who have run there will see a huge change in the facility, as it now hosts a weekly racing series and a NASCAR Busch North event.

This year's event will be decidedly different from last year. We are returning to a Coefficient 3 level and have mapped out 75 stage miles for the competitors. This will include a Friday night set of stages at Adirondack International Speedway in New Bremen, approximately 18 miles south of our hosts in Harrisville. The 3.8 miles long Speedway stage should be a spectator's delight - 30% of the stage will be visible from the grandstands, including the service area. For the competitors, it will offer a wide variety of surfaces, from tarmac to loose gravel.

On Saturday, we will run 12 stages on six roads, two of which are new to this event. These will include two dead-end, turn around stages to be run in the dark. We'll wrap the day up with the traditional party at the Fire Hall.

Black River Stages will be run in accordance with the current SCCA ClubRally rules and count towards the 2002 SCCA NorthEast Division ClubRally Championship.

Entries
Entries will be based on date of postmark. There will be no entries accepted that are postmarked prior to September 9, 2002. There will be a 50 car limit. Entry fee will be in the amount of $375. Canadian funds will be accepted at par for legitimate Canadian competitors. Checks should be made payable to "CNY Region - SCCA" and mailed to: Frank Beyer, PO Box 131, Brewerton, NY 13029-0131.

Registration and Technical Inspection
Rally headquarters is at the Harrisville Fire Hall in Harrisville, New York, on Church Street, which is off of NY Routes 3 & 812, approximately 30 miles east of Watertown.

Registration and technical inspection will run from 11:00 a.m. to 3:30 p.m. on Friday, September 27 at the Fire Hall.

The Official Notice Board and all meetings, with the exception of Friday's drivers meeting, will be located at the Harrisville Fire Hall.

The ClubRally Licensing Seminar will be held on Friday at 12 noon at the Fire Hall. All newly licensed competitors must attend.

Stages
The event uses roads in Lewis and St. Lawrence counties, as well as portions of the race track and access roads at Adirondack International Speedway. The counties are located along the western border of the Adirondack Park in Northern Central New York.

The stages will range in length from 2 to 8 miles and consist of graded gravel and sand based roads that are 1 to 1.5 lanes wide. Portions of Friday night's stages at Adirondack International Speedway will be tarmac. Major intersections will be bannered and marshaled.

There will be 15 competitive stages totaling approximately 75 miles. The first of Friday night's three stages should be run in daylight; the second two will be in darkness. Eight of Saturday's stages will run in daylight; the final four in darkness.

The final four stages will again be dead-end, turnaround stages. (Sorry, it can't be avoided. Yet.)

Timing will be to the hundredth of a minute; mileages will be to the hundredth of a mile. Lateness penalties accrue at 0.20 minute per minute of lateness.

The following are exemptions to SCCA rules:

Sweep
We will run both a Safety Sweep and a Heavy Sweep. The Safety Sweep car will depart the start of each stage approximately one minute after the last car and will contain both a Ham radio operator and an Emergency Medical Technician.

Behind them will be at least one Heavy Sweep vehicle. Because we use nearly all of the roads twice, if you are unable to continue and are on a road to be used again, crews and their cars will be moved to a safe location.

Service
Black River Stages is designed to be an "easy service" event. There will be one central servicing area on each day.

On Friday night, competitors will check in at the Speedway. This means that the driver can bring the car down and the co-driver can bring the service vehicle, you will not rally to the Speedway.

On Saturday, service will be at the Harrisville Fire Hall. Space is limited and we encourage teams to be considerate.

Workers
As with all events, this ClubRally depends on dozens of volunteers to run smoothly. Workers can sign-up online at rallyracingnews.com/brspr/blkrv-workerinfo.html and will need to register on Friday at either the Harrisville Fire Hall before 3:30 or Adirondack International Speedway after 4:30. Saturday morning registration will be done by appointment only.

Awards and Post Rally Party
A post event party and awards presentation will be held at the Fire Hall following the conclusion of the event. Provisional and final scores will be posted at the Fire Hall while we are treated to a cookout by the Harrisville Fire Department.
