Supplementary Regulations

Introduction

Welcome to the second running of Blue Mountain Region's newest event. Greg and Keith and the entire organizing committee hope you enjoy yourself.

Black River Stages will be run according to the 1999 SCCA ClubRally Rules and count toward the 1999 Northeast Division ClubRally Championship. The stages will be traversing the rolling hills of Lewis County, NY. Lewis County is located between the Adirondack Mountains and the Tug Hill Plateau in the western half of upstate New York. This year we are utilizing two new roads courtesy of the towns of Diana and Pitcarin, village of Harrisville and Lassiter Properties.

Registration and Technical Inspection

Registration and Tech Inspection will be held at the Harrisville Rod and Gun Club located 6 miles outside of Harrisville. See map for directions.

Registration and Tech will be open on Friday ONLY from 4pm until 11pm. Please be ready.

The Rod and Gun Club will be the location of the Official Notice Board.

There will be a ClubRally Licensing School on Saturday morning at 8:30am at the Rod & Gun Club.

Stages

The stage surfaces tend to be sand based and gravel, much like Maine but smoother. Major intersections will be bannered and marshalled. There will be no arrows except for triple cautions (!!!).

Nine stages will be run in daylight and two at night. Stages 6 through 11 will be turn-around stages. You will be instructed where to turn around and line up for the restart of the stages. Your cooperation will help the rally run smoothly.

Timing will be to the hundredth of a minute. Penalty for lateness will be 20 hundredths of a minute for every minute of lateness.

Sweep

If you are unable to continue and have stopped on a stage that will be used a second time, your car will be moved to a safe location and the competitors taken to the end of the stage. Your vehicle will be left for extraction after the stage is closed and the road is reopened to the public.

Service

There will be only ONE service area which will be located at the Harrisville Rod and Gun Club. There will be food and rest rooms available. All services vehicles may be left there overnight on Friday. There is enough room for everybody but please be courteous.

Due to the mileage between MTC 1 and Service 1, there will be an optional "gas stop only" between Stages 2 and 3. This will be covered in the route book.

Awards and Post Rally Party

Awards will be held at the Harrisville Fire Hall at 9pm on Saturday evening. We will post scores and present awards while we treat ourselves to some nice refreshments after the rally.
