Supplementary Regulations



SANCTION

The 2001 MAINE FOREST RALLY is co-organized by the New England Region and the Blue Mountain Region, SCCA with grateful assistance of the MEAD PAPER CO., the INTERNATIONAL PAPER CO. and the SEVEN ISLANDS LAND CO. The rally is Round 6 of the SCCA PRORALLY CHAMPIONSHIP and will also have two Club rallies counting toward the 2001 ClubRally Championship. The event will be conducted following the National ProRally Rules, as amended by these Supplementary Regulations.

ROUTE

The route is contained in an area 80 miles to the north, and 20 miles to the east and west, of Rumford, Maine. Maps will be included in the front of the routebook. The route is approximately 260 miles long, with 97 miles of special stages (8). The route uses some of the smoother roads twice. There are no dead-end stages as we feel that with 120 cars, the wait at the turn-around is too long. Most of the stages are 1-1/2 lane, well groomed ex-logging roads. Some will be being used as access for current logging operations; all are on gravel. The basic quality of the roads, considering both the roughness and tightness, is excellent. The first 2 gravel stages tend to be looser-surfaced and rougher.

CLUB RALLIES

The Seven Islands ClubRally on Friday (co-efficient 2) will consist of the first 3 stages. The Mead Paper ClubRally on Saturday (co-efficient 3) will start with stage 4 and follow the National course to the end.

SEMINAR

A seminar for all previously unlicensed ClubRally competitors will be held at NOON on Friday. Those unable to attend must contact the Chairman beforehand. In general, those unfamiliar with the timing system could attend this seminar.

SERVICE

Information in the service routebook will contain locations, time available and any other pertinent information. For 2001 we will retain Oquossoc for the long lunch break on Saturday; we, and the majority of competitors who answered the questionnaire, feel that the friendly nature of the people and services in Oquossoc override the small and spread-out nature of the service area. All service personnel must sign the waiver! Please fill out the Service Crew Registration Form and bring it with you to Registration.

FRIDAY START/MEXICO REC. STAGE

The Mexico Recreational Park Spectator Stage will be handled as follows: From Rumford's Parc Expose, the course opening car (with police escort) will lead competitors to the start of the first stage (3.2 miles), through the stage (0.48 miles), and back to the start of the stage.

ACTUAL start times will already be recorded on your timecards (which you will receive at Parc Expose) and will be 30 seconds (0.50 min.) apart. These times will be recorded in the IDEAL TIME block on the cards; for this stage only, this time will constitute your Actual Start Time, unless a new one is recorded at the Stage Start.

Competitors should be ready to start, with the first car at 3:50PM! [30 second intervals means that you must be prepared beforehand as your start time arrives very quickly.]

At the completion of the stage, you will be timed at the FF; your finish time will be recorded as normal on your timecards. You will then proceed back past the start of the stage and to the Service area in the Recreational area via a small and narrow trail. Check-in time at the Regrouping Control will be according to NPRR 7.3.G.1 (i.e., you must arrive on your minute). This area will become congested so be prepared to walk to the control (NPRR 7.3.B.3).

SATURDAY MORNING RESTART

In order to be more competitor friendly and realizing that competitors are spread out between Rumford and Bethel, the first control on Saturday will be located "up north" near the start of the first stage (SS4). Basically you may leave Rumford and proceed west on Route 2 to the junction of Route 26; then turn west (actually north) or you may leave Bethel or Sunday River and proceed east on Route 2 to this same junction; then turn west (actually north) on Route 26. (Also see overall map.) From this point, the routebook will take you to a Service area just before the start of the first stage. An MTC OUT control will be located here, with the first car restarting (based on Friday night stage scores plus any repositioning by the Steward) at 10:00 AM. Timecards will be handed out at this control; do not miss it!

RESTART TIMES WILL BE POSTED AT BOTH THE PAVILION AND SUNDAY RIVER GRAND SUMMIT AT 11 PM FRIDAY NIGHT.

OQUOSSOC CONTROL PROCEDURES

The first entry into Oquossoc will be the "lunch break" on Saturday around noon. Upon checking into the RGC (ON YOUR MINUTE), you will surrender your time cards and will be issued new ones with your ideal RGC OUT time recorded. Proceed into Service and as your Out Time approaches, continue thru town to the RGC OUT location (different than past years).

Upon entry into Oquossoc the second time, you will find an RGC located in the same location as the noon RGC; again check in ON TIME. This time your time cards will be kept for a short period of time (give the scorer about 10 minutes); an Ideal Out Time will be recorded. YOU MUST RETURN TO COLLECT THEM before proceeding to the OUT control, which will be located as before.

CONTROL INFORMATION

We will be using FIA signs; the changes are:

MISC

  1. TRAILERS: DO NOT park them on the asphalt at the Madison or the Linnell! We need the space for cars. They may be parked in the field just west of the Madison (to the right as you enter the Madison). At the Linnell, ask the front desk; don't park them in front of the Pavilion. At Sunday River you should park them in LOT 8, which is on the left as you enter the Grand Summit parking lot. Thank you.
  2. All personnel connected with the rally MUST sign the WAIVER at Registration. Workers are asked to sign the Waiver at Worker Registration.
  3. Scrutineering FORMS are available at Scrutineering - a map (Rumford Area Map) will be posted at the Registration room. You MAY go to Scrutineering before Registration.
  4. The RALLY PLATE should be screwed or taped on your car's hood.
  5. ODOMETER CHECK: The distance between the MADISON MOTEL sign and the CITGO sign on Route 2, east of the Madison, is 3.62 miles.
  6. The STARTING ORDER will be determined on the basis of a seeded draw held on July 14th; the results of this will be posted on the web site. An OVERALL reseed is planned for Saturday morning. Also the FIA Open Class cars will be started from the RGC Out at the Mexico Rec. Area based on their stage times at the Mexico Rec. Stage (SS 1).
  7. CONTROLS will operate per NPRR 7.3 and penalties per NPRR 8.
  8. Timing will be in hundredths of a minute; the final results will be changed to seconds.
  9. Lateness at ATCs, MTCs, etc., will be penalized by 0.20 minutes (see NPRR 8.1.C).
  10. TIME CARDS and official time will be available at MTCs and at Registration on Friday.
  11. The NOTICE BOARD will be posted in the Registration room at the Pavilion on Friday; any updates will be handed out as bulletins at MTCs/RGCs during Saturday's competition.
  12. All cars must be positioned in PARC EXPOSE between 1-2 PM Friday afternoon. Arrival after 2 PM will result in a penalty (NPRR 7.3.I.2). This Parc will be located in downtown Rumford. A map will be in the routebook; you must enter by using the bridge on the south side of downtown Rumford.
  13. Friday night there will be a 72 mile loop between services; 16 miles of this is special stage. Saturday there will be another 72 mile loop with 22 miles of special stage. Be prepared!
  14. The un-posted SPEED LIMIT on gravel roads is 35 mph.
  15. QUIET ZONES are to be traversed 5 mph below the speed limit, low beams, and 'being quiet'.
  16. ARROWS will supplement the route book, one being located AT (20 feet before) all major intersections which require a significant change of direction. Downward facing arrows indicate cautions.
  17. Senior officials of the event will wear green vests; they will be in charge of various aspects of the event. They should be consulted when questions concerning the event arise.
  18. All INCIDENTS/ACCIDENTS must be reported on the appropriate forms; forms are printed in the routebook. It is the responsibility of the competitor to hand the completed form to the SAFETY STEWARD or mail it to Denver within 14 days.
