SUPPLEMENTAL REGULATIONS
SANCTION
The 2002 Maine Forest Winter is organized by the New England Region, SCCA with the
grateful assistance of the MeadWestVaco Paper Co and the Seven Island Land Co. The
rally is sanctioned as an SCCA Coefficient 3 ClubRally. The event will be conducted
following the 2002 SCCA ClubRally Rules, as amended by these Supplemental Regulations.

ROUTE:
The route is contained in an area bordered by Rt 16 between Wilson Mills and Oquossoc on
the south and the Canadian border on the north. Maps will be available at registration.
The route is approximately 120 miles long with 84 miles of special stages (5). There are
no dead end stages. Most of the stages are 1 or 1-1/2 lane, current or ex-logging roads.
Some are being used as access for current logging operations: all are on gravel or dirt
most likely snow covered. Current road conditions will be posted at registration Friday .
The time frame is such that the committee does not believe lights will be necessary.
SERVICE:
The service area will be in the DOT lot, Rt 16, Wilson Mills. All service personnel must
sign the waiver. There will be a single service between stage 2 and stage 3. This will
also the lunch break, but no food or gas will be available. Bring you Own. There is no
servicing on the route. It is necessary for the team to be able to travel 65 total miles,
41 miles of stages, without the need for refueling.
SEMINARS:
A seminar for all previously unlicensed ClubRally competitors will be held at 8pm on
Friday at Linnel. Those unable to attend must contact the chairman beforehand. In
general those unfamiliar with the timing system should attend.
PARC EXPOSE / PARC FERME:
There will be no formal parc expose / parc ferme for this event. However, the locals do
like to come out to scrutineering.
SATURDAY MORNING START:
Start times will be posted at 8am on the official notice board at the Linnel. The actual
start of the event is from the MTC in Oquossoc. Leave yourself at least 1 hour to make the
trip from the Linnel to Oquossoc. Instructions from Linnel to Oquossoc will be included
in the route book.
The committee is planning a reseed at the noon service break.
BUFFET / AWARDS:
There will be a buffet immediately before the awards presentation at the American Legion,
Rumford. Tickets will be per person ordered and paid with the entry. There will be no
tickets available at the event.
CONTROL INFORMATION:
- We may be using FIA signs:
- A YELLOW "clock" board replaces the "open gate" sign.
- A RED "clock" board replaces the "clock" sign.
- A RED "furled flag" replaces the "furled flag" sign.
- A RED "checkered flag" replaces the "checkered flag" sign.
- A RED "STOP" board replaces the "clock" sign at timing car after the finish line.
MISCELLANEOUS:
- Timing will be to the hundredth; the final results will be changed to seconds.
- The majority of the roads used for both stages and transits are private land, some
of which has active logging operations. While it is not expected to have active
operations in the stage areas during the event, it is possible that some of the
transits may have logging vehicles or civilian vehicles. Logging trucks have the
right of way on these roads. If you encounter a logging truck, you must yield
immediately. In practice, the truck will be in the middle of the road and will not
slow done for you. Be prepared.
- The speed limit on dirt / unpaved roads is 35 mph. Be courteous of civilian vehicles.
- TIME CARDS and official time will be available at MTC's.
- CONTROLS will operate per NPRR 7.3 and penalties per NPRR 8. Lateness at
ATC's, MTC's , etc will be penalized by 0.20 minutes (see NPRR 8.1C).
- QUEIT ZONES are to be traversed 5 mph below the posted speed limit, low beams,
and "being quiet".
- ARROWS will supplement the route book, one being located AT (20 feet before)
intersections which require a significant change of direction. Downward facing
arrows indicate cautions.
- The STARTING ORDER will be determined on the basis of a seeded draw before
the event. The results will be posted on the NER website (www.ner.org)
- ODOMETER CHECK: The distance between the MADISON HOTEL sign and
the CITGO sign on route 2, east of the Madison, is 3.62 miles. Also you can
verify on the drive up to Oquossoc.
- All personnel connected with the rally MUST sign the WAIVER at Registration.
- All INCIDENTS / ACCIDENTS must be reported on the appropriate forms;
forms are available on the SCCA website. It is the responsibility of the
competitor to hand the completed form to the SAFETY STEWARD or mail it to
SCCA National Office within 14 days.
- Tech FORMS are available at Tech. You MAY go to Tech before Registration.
