The 2007 NEW ENGLAND FOREST RALLY is organized by the team from Motorsports Consultants with the grateful assistance of the SEVEN ISLANDS LAND CO., DILLON LOGGING, MAINE PARKS & RECREATION, and the towns of MEXICO, BERLIN, PERU, WOODSTOCK and MILTON.

SANCTION

The Rally is Round 6 of the RALLY AMERICA NATIONAL CHAMPIONSHIP. Friday's and Saturday's portions will each count for the Rally America Eastern Regional Championship. The event will be conducted following the Rally America Rally Rules, as amended by these Supplementary Regulations.

MAJOR EXCEPTIONS TO RALLY RULES

All cars will be started in reverse order and at 30 second intervals for SS1; and in normal order at 1 minute intervals for SS2. Recce and stage note changing/updating/rewriting allowed only in the 2007 Stage Note Book. Competitors with a speed ranking higher than 84.0 must adhere to the following:

  1. Use a maximum of 12 tires, to be marked at Scrutineering and checked during the event. If a tire’s marking is lost during any stage and the team would like to re-use the tire, the team needs to inform an event Scrutineer or Steward to arrange re-marking of that tire; substitution of a new tire (a 13th) for a destroyed or flat tire is not allowed.

  2. A maximum of 3 mechanics (wearing visible wrist bands-sweat bands) may work on (touch) the car during service stops or Parc Expose's on the rally. The team will be issued with three 'wrist' bands at Registration. These 'wrist' bands must be worn at all services during the event. Wrist bands may be swapped between team personal during the event but the maximum number of permitted technicians (3) touching the car must not be exceeded at any time. Driver and Co-driver may also work on the car at any time (except as excluded by RA rules); they are not included in the 3 mechanics. Penalty for breach of these rules will be 10 minutes for illegal service; competitors wishing to protest another crew’s actions must lodge their protest before the OUT time of the offending car from that service.

At Remote Service S-2 (Saturday afternoon at DOT Lot) service vehicles (with car numbers attached) must be a maximum of 18 feet long (i.e., a van is OK, not a truck). Two registered competitors may combine to service out of one vehicle and thus have a service vehicle up to 30 feet long; this is the maximum length that we will accommodate. Crews not being able to comply must contact the Rallymaster before the start of the event to see if a compromise may be reached.

ROUTE

The route is contained in an area 80 miles to the north, and 40 miles to the west, of Mexico, Maine. The route is approximately 360 miles long, with 101 miles of special stages (11). Friday’s Regional has 27 stage miles; Saturday’s Regional has 74 stage miles. The route uses most of the roads twice. There are three dead-end stages, as we feel that with 50-60 cars the wait at the turn-around is acceptable and these are the only roads available to us. Most of the stages are 1-1/2 lane, well-groomed ex-logging roads. Some will be being used as access for current logging operations; all are on gravel with short stretches of asphalt. The roads tend to be fast and may 'cut-up' in some softer areas. The last four stages in the Middle Dam area (we found a 'new' loop that hasn't been used in 5-10 years) and Friday night’s last stage - Concord Pond - are the most challenging stages. Maps will be included in the front of the routebook and on the web site.

ALL UNPAVED (DIRT) ROADS WITHIN 50 MILES OF SUNDAY RIVER ARE OFF LIMITS TO ALL COMPETITORS. THIS IS A SENSITIVE ISSUE AND ANY COMPETITORS SEEN ON ANY SUCH ROAD WILL BE IMMEDIATELY DISQUALIFIED FROM THE EVENT!! As well, NO PRACTICE OR TESTING will be allowed before the rally, unless permission is obtained in advance from the Rallymaster. Friday's shakedown stage is obviously exempt.

ONE PASS RECCE

A one-pass recce will be conducted during the day on Thursday; the cost will be $50. Recce cars must be non-rally cars/vans with no lettering of any kind; exhausts must be quiet. Competitors must sign the waiver and show insurance for the recce vehicle. Competitors may check in Wednesday evening at the Grand Summit Bar between 9:30 and 11 PM to sign the waiver, pay the fee, show insurance for the recce vehicle and pick up recce information including a time schedule and route, the event routebook and the Jemba notes. Those unable to pick up recce information at that time must contact the Rallymaster before the rally to make arrangements to meet directly at the start of the first recce stage which is near Berlin, NH.

Basically, the recce will start with the rally's first stage Saturday (SS6). This stage will be open from 7:30 AM to 8 AM; we plan to start competitors into the stage at approximately 30 second intervals. Competitors are allowed to be on the stage roads ONLY within the time intervals listed by the organizer; to be on a stage road outside the times indicated in the recce information will violate RA pre-event practice rules. Stage notes may be modified or changed in any way but all noting must be contained in the 2007 Official Stage Note book.

SHAKEDOWN STAGE

Helmets and driver's suits will be required. Both route instructions and stage notes will be available at the start of the stage. A charge of $10 for two runs will be levied, payable at the start of the stage. Event Registration and Scrutineering must be completed before entering the shakedown stage. Directions to the shakedown stage will be available at Registration.

ODOMETER CHECK

Rezero at the junction of Sunday River Road and Route 2, heading east on Route 2, toward Rumford and Mexico. From here to the junction of Route 2 and Route 5 (Rumford Point) the distance is 9.26 miles. This is also shown on the directions to the shakedown stage.

SERVICE

All personnel directly associated with the competitors must sign the waiver!

Information in the service routebook will contain locations, time available and any other pertinent information. Friday's service area will be at the Mexico Rec Park; service crews may thus spectate the first stages. Since the park entrances will be closed at 1 PM, anyone wishing to spectate must be in place before then. Service will precede the last stage.

Saturday's main service area will be in a paved lot at the New Hampshire Community Technical College located on the north side of Berlin, NH. There will be time to spectate at the first stage and still get to service in time. There will be a special location for disposal of mud/dirt at NHCTC; see map of NHCTC. There will be food vendors serving breakfast at the Parc Expose in Berlin on Saturday morning; an a-la-carte food service will be available at the NHCTC on Saturday noon.

A remote service before the last two stages will be in the DOT Lot in Wilsons Mills, ME.

Each team will get two service vehicle passes and one 'over-crew' pass; the 'over-crew' pass will allow parking at a separate area near the service area (Mexico and NHCTC). Extra service vehicle passes will be available for purchase at Registration for $200 each.

Full coverage ground sheets are required in all service areas and MUST be used at all times; if jack stands do not have flat bottoms, they must be supported by a platform larger than the base of the jack stand.

Service work on rally cars in the Sunday River Resort area may only be accomplished in LOT 8, which is the large dirt parking lot on the left just before entering the Grand Summit parking area.

TRAILERS: DO NOT park them on the asphalt at any of the motels. At Sunday River you must park them in LOT 8, which is on the left as you enter the Grand Summit parking area. TRAILERS ARE NOT ALLOWED IN ANY OF THE SERVICE AREAS.

FUEL TRUCK

New England Racing Fuel [Sunoco] will be servicing the event. Their truck will be located at the Mexico Rec Park Service Area on Friday only! Fuel must be pre-ordered using the Race Fuel Order Form.

START ORDER

The initial starting order will be determined on the basis of the RA Speed Factor list. Drivers qualified to start in the first group will be started in the order chosen on Thursday night. The first stage on Friday will be run at 30 second intervals for all cars; SS2 will run at one minute intervals for all cars. An OVERALL reseed is planned for Saturday morning.

PRE-EVENT PARC EXPOSE

Friday's Parc Expose will again be at the Mexico Rec. Park. Competitors and service crews must enter the Rec. Area using the North entrance. A map of the Rumford/Mexico area (in the routebook and service book) shows the preferred route, using Route 120, Black Bridge Rd. and then South on Route 17. Service crews must enter the Rec. Park by 1 PM to avoid being locked out until after completion of the stages.

All National and Regional 1 cars must be positioned in Friday’s PARC EXPOSE between 11 AM and Noon. Arrival after 12 PM will result in a penalty {MTC 1 (Parc Expose IN on Friday in Mexico before the start of the rally) will operate as a pre-event control, and thus only a monetary penalty will apply for lateness}.

FRIDAY START

After a short drivers' meeting, competitors will be led out of Parc Expose, in parade formation with the last car being led out first, by the course opening car. The parade will proceed up the asphalt hill, onto Route 17, south 1/4 mile to the Highway gravel pit, and to the start of SS1. From here the cars will start SS1 in reverse order at 30 second intervals; there is NO parade lap over the jump this year. Following the routebook will bring competitors back thru the gravel pit, down thru a field and woods and back to another Parc Expose in the Rec Park. Parking will be reversed from the first Expose. From here the rally will re-start in normal order with SS2 being run at one minute intervals.

FRIDAY REGROUP

Upon returning to the Rec. Park from SS4, competitors enter a TC (time control - check in during your minute); a new time card will be issued and you will go directly into a 25-minute service. Following the service, crews enter an RGC IN (you must check in during your minute) where you will be held in a Parc Ferme situation. At the appropriate time (normally 7 PM), the first (and subsequent) cars will be released from the RGC OUT onto the transit to SS5.

FRIDAY EVENING 'FLEXI' SERVICE/OVERNIGHT PARC FERME

"Flexi" service allows the removal of the competing cars from a Parc Ferme to an adjacent service area, linked to the Parc Ferme by entry and exit time controls. If the car is initially left in the Parc Ferme, it may be removed and returned at a later time by one of the crew or their authorized representative. It may be removed only once from the Parc Ferme to the service area and vice versa.

Upon completion of SS5, the cars will transit to Sunday River South Ridge and enter MTC 4. The time card will be collected, a new time card will be issued, and the cars will be directed into a Parc Ferme. From here the crew may proceed directly into service via MTC 5; in this case the car is due back into Overnight Parc Ferme within 60 minutes (MTC 6). However, if desired, the car may be left in the Parc Ferme until a later time, when it may be removed for its 60 minute service and subsequent return to the Overnight Parc Ferme. Since MTC 6 will close at 10:30 PM, all cars MUST be returned to the Overnight Parc Ferme before that time or you will be considered a DNF for missing a control. There will be an overnight guard on the Parc. NOTE: The above Overnight Parc Ferme is only mandatory for cars entered in the National Rally.

INFORMATIONAL SCORES AND RESTART TIMES FOR SATURDAY WILL BE AVAILABLE AT THE PHOENIX HOUSE (AT APPROX. 11 PM) AND WILL BE POSTED AT SUNDAY RIVER GRAND SUMMIT AND SOUTH RIDGE LODGE SHORTLY THEREAFTER.

SATURDAY MORNING RESTART

The Overnight Parc Ferme will be opened at 6:30 AM. Competitors are free to do whatever service and follow whatever route they deem best to the Berlin, NH Parc Expose (Main Street); a suggested route and transit time will be indicated in the routebook. All cars must be checked in at the Berlin Parc Expose by 8 AM. A drawing of the Expose location is in the routebook and service book. Timecards will be handed out at the Parc Expose IN.

National and Regional 2 cars must be positioned in Saturday morning’s Parc Expose before 8 AM to avoid penalties (NRR) - time penalties for National cars; monetary penalties for Regional 2 cars.

Competitors who DNF on Friday and wish to run in the Saturday Regional MUST register between 6:30 and 7 AM at the South Ridge Lodge.

Restart times will be based on overall stage scores on Friday’s stages (plus any repositioning by the National Stewards). Saturday's Regional-only rallyists will be integrating into the restart using their speed factors or other info as available.

DEAD END STAGES

Upon arrival at the FTC of SS 3/6/8, you will be given an IDEAL START time for SS 4/7/9. Continue ahead and turn around and/or follow marshals' instructions to park. At the end of SS3 and SS6, light refreshments will be available, courtesy of Vermont Sports Car. At the end of SS8, the area is small so please co-operate with the marshals. Upon arrival of the Course Closing and Sweep vehicles, we will be able to restart. Competitors MUST be ready to restart at their IDEAL START time, although their actual restart time will depend on course closing.

EMERGENCY PROCEDURES

If the spectators fail to follow the instructions of the Marshals, we will not hesitate to STOP the stage, thus depriving everyone of the opportunity to see the cars compete. We hope that peer pressure will help everyone follow the rules. If you encounter a "STOP" sign in the middle of the stage road (a white sign the size of a control board with red STOP letters and a red cross attached) at a spectator area, you are required to stop. This will indicate a problem with spectators and you will be informed how to proceed. (We would expect that you will continue following the route at transit speeds.)

SOCIAL ACTIVITIES

From 7-10 PM on Thursday evening we plan on having a pre-rally get together and autograph signing at the Sunday River Brewery, located on Route 2 at the intersection of Sunday River Road. The draw for the top starting positions will be held at 10 PM. We hope you'll stop by for a light dinner and drinks.

We hope competitors and volunteers will join us on Friday evening from 8:30 - 10:30 PM at the Phoenix House for informational scores for the National event and Awards for Regional Rally 1.

There will be food vendors serving breakfast at the Parc Expose in Berlin on Saturday morning. An a-la-carte food service will be available at the NHCTC on Saturday noon.

The buffet and awards ceremony will be held at the South Ridge Lodge. The buffet will be served in a separate section of the room; the remainder of the room and the bar will be open for everyone.

SPECTATORS

Strict rules for spectating have been instituted. Please inform your crew and friends that spectating will ONLY be allowed in designated areas. If the spectators fail to follow the instructions of the marshals, we will not hesitate to STOP the stage, thus depriving everyone of the opportunity to see the cars compete. We hope that peer pressure will help everyone follow the rules.

MISC

  1. All personnel connected with the rally MUST sign the WAIVER at Registration.
  2. Scrutineering FORMS are available at Scrutineering - see map (Sunday River Area Map). More information is available at Registration. You MAY go to Scrutineering before Registration.
  3. The RALLY PLATE should be screwed or taped on your car's hood.
  4. The NOTICE BOARD will be posted in the Registration Room until the close of Registration on Friday; any updates will be handed out as bulletins at MTCs/RGCs during competition.
  5. Timing will be in seconds.
  6. CONTROLS, with penalties, will operate per NRR.
  7. Lateness at ATCs, MTCs, etc., will be penalized 12 seconds/minute (see NRR).
  8. Emergency Times in the routebook will be equal to Bogey Times.
  9. TIME CARDS and official time will be available at MTCs and at Registration on Friday. New timecards will be issued at the Rec Park and at the overnight Parc on Friday, at Berlin, the NHCTC, and the DOT Lot on Saturday.
  10. All cars will be held in an impound at the end of the National event until the last competitor has checked into the final MTC.
  11. The un-posted SPEED LIMIT on gravel roads is 35 mph.
  12. QUIET ZONES are to be traversed 5 mph below the speed limit, low beams, and 'being quiet'.
  13. ARROWS will supplement the route book, one being located AT (20 feet before) all major intersections which require a significant change of direction. Downward facing arrows indicate cautions.
  14. Senior officials of the event will wear green vests; they will be in charge of various aspects of the event. They should be consulted when questions concerning the event arise.
  15. All INCIDENTS/ACCIDENTS must be reported on the appropriate forms; forms are printed in the routebook. It is the responsibility of the competitor to hand the completed form to the SAFETY STEWARD.
  16. Maps of the general area are on the web site. Print and use these to help your crew determine locations for rally events sites.
