Supplementary Regulations

September 25-27, 1998



Introduction

First off, thank you for coming to BMR's newest event. Greg and Keith hope you enjoy yourself. We would both like to thank Diane Healey and Sue Allery for putting up with us and all of the time required to put on a new event.

The inaugural running of the Black River Stages PRO Rally will be run according to the 1998 Divisional PRO Rally Rules. The stages will be traversing the gently rolling hills of Lewis County, NY. Lewis County is located between the Adirondack Mountains and the Tug Hill Plateau in the western half of upstate New York. The Black River Valley was once amajor trade route for the north country farmers. During the late 1800's a series of canals were constructed to connect the upper St. Lawrence with the Erie Canal utilizing the Black River.

Registration and Technical inspection

Registration and Tech will be held at the Scenic Overlook in Harrisville. This will also be the site of the first Service.

Registration and Tech will be open from 8am to 11:00am. Please be ready as we have a lot to do in a very short period of time.

Early Registration and Tech will be held at the Motel with the most competitors staying at it. This will most likely be in Lowville. We will find you!

There will be a Divisional Licensing School for all first time competitors at 10am on Saturday morning. This will be located at Registration in Harrisville.

There will be an 11:30am competitor meeting at Registration.

The Official Notice Board will be at Registration in Harrisville and will move to Adriondack International Speedway (AIS) after the first 6 stages.

Stages

The stage roads follow the contour of the land and the surfaces tend to be hard-packed dirt and gravel. There will be no arrows except for extreme cautions (!!!). All intersections will be bannered and marshalled. All stages are scheduled to run in the daylight hours.

There will be three Special Stages used, each to be run three times. Two stages, the Power Line Road and the Fishin' Hole Road, will be run three times in one direction.

The stage at Adirondack International Speedway (AIS) will be driven through, at low speed and in parade fashion, immediately prior to the first running of the stage. We need to make sure everyone is lined up and ready to go, in order on time!

Timing will be to the hundredth of a minute. Penalty for lateness will be 20 hundredths of a minute for every minute of lateness.

Press Stage

There may be a Press Stage on Friday night. Any competitor wishing to participate must be registered and teched before going to the stage. We will make arrangements for those of you that can participate for this stage. This stage will be run as a proper stage with helmets and nomex being required.

Sweep

If you are unable to continue and have stopped on a stage that will be used a second time, your car will be moved to a safe location and the competitors taken to the end of the stage. Your vehicle will be left for extraction after the stage is closed and the road is reopened to the public.

Service

There will be two Service areas. One located at the Scenic Overlook in Harrisville; the other located at AIS. If a team does not have a service crew available, then one person from the crew may drive the service vehicle to AIS from Harrisville. Food, rest rooms and spectating will be available at AIS.

Spectating

The stages run at AIS will be spectator stages. Spectators and crew members will be located either in bleachers which have a view of approximately 1/2 of the stage or safely located in acceptable viewing areas.

Gates will control access to the Spectator Area at AIS. As the spectators pass though the gates, they will be required to sign a waiver and they'll be given a wristband.

There will be a charge for the entrance to AIS. Each competitor will he given a free access along with one crew member. Directions to additional spectating will be provided at Registration.

One more thought on spectating. As this is a new event, we would like to put this in the forefront of everyone's thoughts. We need to make a good impression on the locals. Please be courteous and leave the woods cleaner than you found them. Speeding or reckless driving on anyone's part involved with the event will not be tolerated! Thank You.

Awards and Post Rally Party

Awards will be held at the Harrisville Firehall at 9pm on Saturday evening. We will post scores and present awards while we treat ourselves to some nice refreshments after the rally.
