The 2006 MAINE FOREST RALLY is organized by the team from Motorsports Consultants with the grateful assistance of the SEVEN ISLANDS LAND CO., DILLON LOGGING, MAINE PARKS & RECREATION, and the towns of MEXICO, BERLIN, PERU, WOODSTOCK and MILTON.
SANCTION
The Rally is Round 5 of the RALLY AMERICA NATIONAL CHAMPIONSHIP. Friday's and Saturday's portions will each count for the Rally America Eastern Regional Championship. The event will be conducted following the Rally America Rally Rules, as amended by these Supplementary Regulations.
EXCEPTIONS TO RALLY RULES
Sup Regs and Results will only be posted on the web site; less than 100 stage miles in National event; 1 minute interval between all cars for Friday start and SS 1.

ROUTE
The route is contained in an area 80 miles to the north, and 40 miles to the west, of Mexico, Maine. The route is approximately 360 miles long, with 83 miles of special stages (9). Friday’s Regional has 25 stage miles; Saturday’s Regional has 58 stage miles. The route uses most of the roads twice. There are three dead-end stages, as we feel that with 50-60 cars the wait at the turn-around is acceptable and these are the only roads available to us. Most of the stages are 1-1/2 lane, well-groomed ex-logging roads. Some will be being used as access for current logging operations; all are on gravel. The roads tend to be fast and will 'cut-up' in some softer areas. The last two stages – Middle Dam IN and OUT and Friday night’s last stage - Concord Pond are the most challenging stages. Since I believe in quality over quantity, we will not run stages 3 or 4 times just to get added stage mileage. I believe that the rally will sort itself out after 70 or 80 miles. Maps will be included in the front of the routebook and on the web site.
ALL UNPAVED (DIRT) ROADS WITHIN 50 MILES OF SUNDAY RIVER ARE OFF LIMITS TO ALL COMPETITORS. THIS IS A SENSITIVE ISSUE AND ANY COMPETITORS SEEN ON ANY SUCH ROAD WILL BE IMMEDIATELY DISQUALIFIED FROM THE EVENT!! As well, NO PRACTICE OR TESTING will be allowed before the rally, unless permission is obtained in advance from the Rallymaster. Friday's shakedown stage is obviously exempt.
ONE PASS RECCE
A one-pass recce will be conducted during the day on Thursday; the cost will be $50. Recce cars must be non-rally cars/vans with no lettering of any kind; exhausts must be quiet. Competitors must sign the waiver and show insurance for the recce vehicle. Competitors may check in Wednesday evening at the Grand Summit Bar between 9:30 and 11 PM to sign the waiver, pay the fee, show insurance for the recce vehicle and pick up recce information including a time schedule and route, the event routebook and the Jemba notes. Those unable to pick up recce information at that time must contact the Rallymaster before the rally to make arrangements to meet directly at the start of the first recce stage which is near Berlin, N.H.
Basically, the recce will start with the rally's first stage Saturday (SS 5). This stage will be open from 7 AM to 7:30 AM; we plan to start competitors into the stage at approximately 30 second intervals. Competitors may NOT be on any stage road outside the times indicated in the recce information; to do so will be to violate RA pre-event practice rules.
SHAKEDOWN STAGE - Now Friday 8 - 9:30 AM
Helmets and driver's suits will be required. Both route instructions and stage notes will be available at the start of the stage. A charge of $10 for two runs will be levied, payable at the start of the stage. Event Registration and Scrutineering must be completed before entering the shakedown stage. More information will be available at Registration.
ODOMETER CHECK
Rezero at the junction of Sunday River Road and Route 2, heading east on Route 2, toward Rumford and Mexico. From here to the junction of Route 2 and Route 5 (Rumford Point) the distance is 9.26 miles.
SERVICE
All personnel directly associated with the competitors must sign the waiver!
Information in the service routebook will contain locations, time available and any other pertinent information. Friday's service area will be at the Mexico Rec Park; service crews may thus spectate the first stage. Since the park entrances will be closed at 2 PM, anyone wishing to spectate must be in place before then. Service will precede the last stage. Saturday's service area will be in a paved lot at the New Hampshire Community Technical College located on the north side of Berlin, NH. A final quick service after the last stage will be in the DOT Lot in Wilsons Mills, ME. Full coverage ground sheets are required at all service areas.
Service work on rally cars in the Sunday River Resort area may only be accomplished in LOT 8, which is the large dirt parking lot on the left just before entering the Grand Summit parking area.

TRAILERS: DO NOT park them on the asphalt at any of the motels. At Sunday River you should park them in LOT 8, which is on the left as you enter the Grand Summit parking lot. Trailers are not allowed in any service area. Thank you.
START ORDER
The initial starting order will be determined on the basis of the entries received by July 10, using the Median Speed Factor list; the results will be posted on the web site July 12. Cars qualified to start in the first group will be started in the order drawn on Thursday night. The Friday start and first Stage will be run at 1 minute intervals for all cars. An OVERALL reseed is planned for Saturday morning; at least the first 5 cars will be reseeded at the NHCTC Lunch MTC.
PRE-EVENT PARC EXPOSE
Friday's Parc Expose will again be at the Mexico Rec. Park. Competitors and service crews must enter the Rec. Area using the North entrance. A map of the Rumford/Mexico area (in the routebook and service book) shows the preferred route, using Route 120, Black Bridge Rd. and then South on Route 17. Service crews must enter the Rec. Park by 2 PM to avoid being locked out until after completion of the stage.
All National and Regional 1 cars must be positioned in Friday’s PARC EXPOSE between 11:30 AM and 12:30 PM. Arrival after 12:30 PM will result in a penalty (NRR).
FRIDAY START
After a short drivers' meeting, competitors will be led out of Parc Expose, in parade formation, by the course opening car. The parade will proceed up the asphalt hill, onto Route 17, south 1/4 mile to the Highway gravel pit, past the start of the stage, and stop at the 'dugout' of the ballfield. From here cars will be released by an official at approximately 20 second intervals to accelerate around the corner, down the straight, and over the 'jump' to test their car’s ability to 'fly'.
After the jump cars MUST slow down and proceed slowly to the end of the stage, onto Route 17 and return to the start of the stage. From here the rally will start with the first car starting the stage (and rally) at 2:51.
FRIDAY REGROUP
Upon returning to the Rec. Park from SS#3, competitors enter a TC (time control - check in on your minute); a new time card will be issued and you will go directly into a 25-minute service. Following the service, crews enter an RGC IN (you must check in on your minute) where you will be held in a Parc Ferme situation. At the appropriate time (normally 7 PM), the first (and subsequent) cars will be released from the RGC OUT onto the transit to SS#4.
FRIDAY EVENING 'FLEXI' SERVICE/OVERNIGHT PARC FERME
"Flexi" service allows the removal of the competing cars from a Parc Ferme to an adjacent service area, linked to the Parc Ferme by entry and exit time controls. If the car is initially left in the Parc Ferme, it may be removed and returned at a later time by one of the crew or their authorized representative. It may be removed only once from the Parc Ferme to the service area and vice versa.
Upon completion of SS #4, the cars will transit to Sunday River South Ridge and enter MTC 2. The time card will be collected, a new time card will be issued, and the cars will be directed into a Parc Ferme. From here the crew may proceed directly into service via MTC 3; in this case the car is due back into Overnight Parc Ferme within 60 minutes (MTC 4). However, if desired, the car may be left in the Parc Ferme until a later time, when it may be removed for its 60 minute service. There will be an overnight guard on the Parc. NOTE: The above Overnight Parc Ferme is only mandatory for cars entered in the National Rally. Since MTC 4 will close at 10:30 PM, all cars MUST be returned to the Overnight Parc Ferme before that time or you will be considered a DNF for missing a control.
INFORMATIONAL SCORES AND RESTART TIMES FOR SATURDAY WILL BE AVAILABLE AT THE PHOENIX HOUSE (AT APPROX. 10 PM) AND WILL BE POSTED AT SUNDAY RIVER GRAND SUMMIT AND SOUTH RIDGE LODGE SHORTLY THEREAFTER.
SATURDAY MORNING RESTART
The Overnight Parc Ferme will be opened at 7 AM. Competitors are free to do whatever service and follow whatever route they deem best to the Berlin, NH Parc Expose (Glen Avenue Park); a suggested route and transit time will be indicated in the routebook. All cars must be checked in at the Berlin Parc Expose by 8:30 AM. A drawing of the Expose location is in the routebook and service book. Timecards will be handed out at the OUT Control/Start Ramp.
Competitors who DNF on Friday and wish to run in the Saturday Regional MUST register between 6:30 and 7 AM at the South Ridge Lodge.
Restart times will be based on overall stage scores on Friday’s stages (plus any repositioning by the National Stewards). Saturday Regional-only rallyists will be integrating into the restart using their "Median" speed factors or other info as available.
National and Regional 2 cars must be positioned in Saturday morning’s Parc Expose before 8:30 AM to avoid penalties (NRR).
DEAD END STAGES
Upon arrival at the FTC of SS 2/6/8, you will be given an IDEAL START time for SS 3/7/9. Continue ahead and turn around and/or follow marshals' instructions to park. At the end of SS 2 and SS 6, light refreshments will be available, courtesy of Vermont Sports Car. At the end of SS 8, the area is small so please co-operate with the marshals. Upon arrival of the Course Closing and Sweep vehicles, we will be able to restart. Competitors MUST be ready to restart at their IDEAL START time, although their actual restart time will depend on course closing.
CHICANES
There will be no chicanes.
EMERGENCY PROCEDURES
If you encounter a "STOP" sign in the middle of the stage road (a white sign the size of a control board with red STOP letters and a red cross attached) at a spectator area, you are required to stop. This will indicate a problem with spectators and you will be informed how to proceed. (We would expect that you will continue following the route at transit speeds.)
SOCIAL ACTIVITIES
At around 9 PM on Thursday evening we plan on having a pre-rally get together at the Phoenix House. Rally videos and drink specials will start the evening off; the draw for the top starting positions will be held at 10 PM. We hope you’ll all come/stay.
The buffet and awards ceremony will be at the South Ridge Lodge. The buffet will be served first with only ticket holders being allowed in the room. When the buffet is finished, the doors will open for the awards ceremony. Scoring and the bar will NOT be located in the banquet room.

SPECTATORS
Strict rules for spectating have been instituted. Please inform your crew and friends that spectating will ONLY be allowed in designated areas. If the spectators fail to follow the instructions of the marshals, we will not hesitate to STOP the stage, thus depriving everyone of the opportunity to see the cars compete. We hope that peer pressure will help everyone follow the rules.
MISC
- All personnel connected with the rally MUST sign the WAIVER at Registration.
- Scrutineering FORMS are available at Scrutineering - see map (Sunday River Area Map). More information is available at Registration. You MAY go to Scrutineering before Registration.
- The RALLY PLATE should be screwed or taped on your car's hood.
- The NOTICE BOARD will be posted in the Registration Room on Friday; any updates will be handed out as bulletins at MTCs/RGCs during competition.
- Timing will be in seconds.
- CONTROLS, with penalties, will operate per NRR.
- Lateness at ATCs, MTCs, RGCs, etc., will be penalized 12 seconds/minute (see NRR).
- Emergency Times in the routebook will be equal to Bogey Times.
- TIME CARDS and official time will be available at MTCs and at Registration on Friday. New timecards will be issued at the Rec Park on Friday, at Berlin and the NHCTC on Saturday.
- All cars will be held in an impound at the end of the National event until the last competitor has checked into the final MTC.
- The un-posted SPEED LIMIT on gravel roads is 35 mph.
- QUIET ZONES are to be traversed 5 mph below the speed limit, low beams, and 'being quiet'.
- ARROWS will supplement the route book, one being located AT (20 feet before) all major intersections which require a significant change of direction. Downward facing arrows indicate cautions.
- Senior officials of the event will wear green vests; they will be in charge of various aspects of the event. They should be consulted when questions concerning the event arise.
- All INCIDENTS/ACCIDENTS must be reported on the appropriate forms; forms are printed in the routebook. It is the responsibility of the competitor to hand the completed form to the SAFETY STEWARD.
- Maps of the general area are on the web site. Print and use these to help your crew determine locations for rally events sites.
