The time for Reconnaissance stated in the Rally Program has been extended. Reconnaissance will start at 8:30, resume after Shakedown at 17:00, and end at 17:45.

From Seigel, turn right onto Route 52, go for 2.50 miles, turn left onto Route 42 South and go for another 2.50 miles to a cross road – Route 53. From there, follow Route 42 South according to Road Book from Instruction 13 between TC 11 and TC 11A to Instruction 15 for 5.30 miles, at Instruction 15 go straight through the intersection and after 0.27 mile turn right onto Chalet Road where the start of Concord South is. |

At the STOP control after Concord South, turn around and continue reconnaissance of Concord North. Reconnaissance in both directions at the same time is authorized on this wide town road. |

After Concord North, follow Road Book from Instruction 6 between TC 15 and TC 15A to Instruction 11 for 2.15 miles where you turn right on Route 17 in the direction of Binghamton. Immediately, take Exit 104, which is Instruction 15 in Route Book between TC 17 and TC 18, and follow the Road Book for 16.14 miles to the start of Crystal Lake. |

To return to start, after finish, turn left onto Route 23, go for 1.40 miles, turn left onto Route 26. From there, go 3.1 mile and exit to the left onto a gravel road where the start is. |

After Crystal Lake, turn left onto Route 23 and after 1.25 mile turn right onto Mahls Pond Road. From there, follow Road Book for 2.50 miles from Instruction 4 between TC 18C and TC 19 to the start of Davis Lake. |

August 31, 2007 - Shakedown and Shakedown Service
Shakedown will take place on Lundy Road in Wawarsing during the period of time previously announced in the Supplementary Regulations.
The surface of Shakedown is tarmac. Service for Shakedown is at Nevele. No other service is authorized.

August 31, 2007 - Availability of Pump Fuel
Article 15.4 of Supplementary Regulations authorized competitors wishing to use pump fuel to refuel their cars at gas stations identified in the Road Book that are located in the vicinity of the refueling zones.
On Leg 1, a Mobil gas station in the vicinity of the Service Park at Nevele has been identified in the Road Book.
On Leg 2, there are unfortunately no gas stations near the Service Park at the Ten Mile River Reservation in Narrowsburg. Competitors wishing to use pump fuel are advised to bring their own fuel for refueling at the Ten Mile River Service Park in Narrowsburg during Leg 2.
Alternatively, competitors wishing to use pump fuel are authorized to refuel at gas stations located along Route 17B between Monticello and White Lake on the liaison sections to and from the Ten Mile River Service Park in Narrowsburg. The distance between these gas stations and the Service Park in Narrowsburg ranges from 10 to 23 miles.

On the turnaround stage Rogues Harbor / Lundy, the time control (TC 17 and TC 27) at the turnaround is located at the STOP control after the stage.
For this reason, the Early Arrival at TC 17 and TC 27 is authorized.

September 1, 2007 - Attendance at Ceremonial Start and Ceremonial Finish
Attendance at Ceremonial Start and Ceremonial Finish, both located on Canal Street in Ellenville, by all drivers and all codrivers with their competition vehicles and their service crews is mandatory.
Drivers and codrivers must wear their driving suits.
Only competition vehicles are allowed into the start and finish area. Service crews must park in the public parking or on the street.

September 4, 2007 - Notice Regarding Article 6 of Supplementary Regulations – Tires
Article 6 of Supplementary Regulations states: Tires must either meet the requirements of Appendix IV of the FIA Rally General Prescriptions or must be approved by DOT for highway use.
Competitors are advised to take notice of the following paragraphs of Appendix IV:
2.1 …grooves at least 5.5 mm deep,…
4.1 Point 2.1 will be checked at the start of each rally and each time the competitor replaces a used tire with a new tire.
4.2 At all times during the event, the tread depth of the tires on the car must not be less than 1.6 mm over at least three quarters of the tread pattern.
4.3 The spare wheel may be reused if, and only if, the minimum depth is 1.6 mm, but must always remain on board.
Please take further notice that tires approved by DOT for highway use must maintain the same minimum tread depth of 1.6 mm at all times during the event.

Starting System of Special Stages
A manual system (backup system) per Article 14.2 of Supplementary Regulations will be used at the start and at the finish of each Special Stage.
Number of Service Vehicles
We ask competitors to bring only one service vehicle per team into official Service Parks. Only service vehicles with official service designation on the windshield will be allowed into the Official Service Parks. Additional service vehicles must be parked outside Service Parks.
Stewards
Rod Hendricksen, the Steward, advised that he is unable to attend the Rally.
The first meeting of Stewards has been rescheduled from 17:00 hours on Thursday, September 6, 2007 to 21:00 hours.
