In conformance to the final itinerary - APPENDIX 1: ITINERARY, Ver. 1.5 dated 10-12-08, the Supplementary Regulations Ver. 1.1 dated 8-26-08 are amended as follows:

Reminder - Article 9.2 Only registered competitors may participate in Recce:
No other persons, friends or family members may travel in the reconnaissance car.

Hand Signals by Credentialed Marshals To Be Obeyed by Competitors on Special Stages:

Credentialed marshals in red or green safety vests will use the following hand signals to control competition traffic on special stages. Competitors must obey these signals without exception. Competitors are reminded that untrained spectators without safety vests may use similar signals particularly if a special stage is blocked and there are no marshals in the vicinity.

Waiver of Super Rally Requirement to Present Cars Restarting on Day 2 to Parc Ferme One Hour Before the Start:

The requirement to present cars to Parc Ferme one hour before the start of the first car at 6:00 has been waived.

These cars have to be merely presented at TC 12C Parc Ferme Out - Service G In at 6:45 (stay outside of the Parc Ferme building).

Service Vehicle Route:

Service vehicles may not deviate from the prescribed service route.

Prescribed service route: Service vehicles may travel along the liaison sections of the rally route as identified in the Road Book without limitation with the exceptions listed below. Each service crew will be issued its own Road Book at Registration.

Trailers and very large service trucks are NOT PERMITTED in the Spectator Areas because of space limitations.

Service Vehicle Route for Day 1:

The service route is identical to the rally route.

Exception: Upon reaching the Remote Refueling Zone in Wawarsing (Road Book, Page 5, 0.63 mile after Instruction 18), the service crew is authorized to proceed to the Spectator Area at Lundy Road and Rogues Harbor Road (see map).

Service Vehicle Route for Day 2:

The service route is identical to the rally route.

Exception 1: Service vehicles MAY NOT follow rally cars directly to the Spectator Area at Rainbow Lodge at the start of Special Stage 15 because the Town does not allow service traffic on Readburn Road. This will be enforced by marshals and police.

Therefore, service vehicles MUST leave the rally route at Instruction 11 on Page 57 of Road Book (make a left instead of right and follow Route 206 West) and MUST proceed according to Page 2 of 2 of this Bulletin. This brings service vehicles to Instruction 9 on Page 66 of Road Book. From there, service vehicles MUST proceed to Service Park at Fairgrounds as indicated in the Road Book.

Exception 2: Upon reaching the Service Park at Fairgrounds, the service crew is authorized to proceed to the Spectator Area at Rainbow Lodge according to Pages 72 through 74 of Road Book. Only smaller vehicles and no trailers are allowed.

Change to the Configuration of Service Park at Delaware County Fairgrounds (refer to the diagram in the Road Book):

Service vehicles may be placed and service is authorized only in section of the parking lot immediately adjacent to the start of the Super Special Stage and the Ceremonial Finish Area.

Shakedown Instructions:

This is in addition to information given in the Supplementary Regulations:

The Shakedown course consists of the first 2.55 miles of the Lake Nianque Special Stage that starts on Route 23 in Narrowsburg.

Refer to the Road Book and the map for further information:

  1. At Instruction 3 on Page 27 of Road Book at mileage 2.55 turn right instead of going straight.
  2. Shakedown Flying Finish is immediately after the gate.
  3. Proceed to Shakedown Service Park at Ten Mile River Scout HQ according to the attached page 2 and 3 of this Bulletin.

Registration and Registration for Reconnaissance will start one hour earlier on Thursday, October 30, 2008:

On Thursday, October 30, 2008, Registration and Registration for Reconnaissance will start at 7:00 in order to accommodate those competitors who want to register in the morning and wish to participate in Reconnaissance.

However, competitors are encouraged to take advantage of early Registration on Wednesday, October 29, 2008 from 19:00 to 22:30.

This Bulletin modifies the following articles of the Supplementary Regulations:
Article 9.1: Registration for Reconnaissance
Article 10.2: Administrative Checks (Registration) - Times

Trailer Parking:

Villa Roma Resort and Service Park at Villa Roma:

Trailers or car transporters not used for servicing are not permitted in the Service Park at indoor fitness center, in front of the hotel or the timeshare units because of space limitations. $250 fine for leaving a trailer or a transporter unattended at these locations.

Trailer parking is located at Villa Roma Ski Area 0.68 mile from the Service Park.

Directions to trailer parking at Villa Roma Ski Area:
- Start at the exit from the Service Park and turn right onto Villa Roma Road
- Drive 0.39 mile and turn left onto Polster Road
- At 0.56 mile, turn left into Villa Roma Ski Area
- At 0.68 mile, park in the grass parking lot on the left near the ski lodge

Remote Refueling Zone in Wawarsing:

Trailers and transporters may be parked anywhere in the vicinity of the Refueling Zone in the large, lightly used shopping center parking lot.

Service Park at Ten Mile River Scout Reservation in Narrowsburg:

Trailers or car transporters not used for servicing are not permitted in the Service Park because of space limitations.

Trailers and transporters may be parked at the road that is a continuation of the access road past the Service Area or on the access road that branches off to the right at TC IN. Seek directions from Marshals.

Service Park and Super Special at Fairgrounds in Walton:

Trailers and transporters may be parked anywhere in the large grass parking lot, part of which is used as the Service Park. It is recommended that teams bring trailers to Walton to transport competition cars back to Rally HQ.
