4/14/2004 - Proof of Insurance Coverage for Reconnaissance, Service and Competition Vehicles:
Reminder: According to Article 2.2.2 of GRR, the liability limits for reconnaissance vehicles, service vehicles and competition vehicles must be a minimum of $100,000 per person, $200,000 per accident, $50,000 for property damage. Each entrant is required to present proof of insurance coverage limits, such as the declaration page of the insurance policy valid in the United States of America (an insurance card only does not constitute such proof), at the time of registration.

4/9/2004 - TV Announcement (see also Press Release):
Two separate film crews will be taping Rally New York 2004 with fixed and in-car cameras: On the Limit Sports of Ireland and AVTAC/AntHill Productions of New York. Every effort will be made to capture every car as well as make tapes available to competitors.

4/9/2004 - Biographies:
Competitors are requested to present short written biographies at Registration.

4/9/2004 - Addition to Supplementary Regulations:
Article 12.0 Reconnaissance: Reconnaissance may be conducted only in the direction of rally traffic.
No car registered for Reconnaissance may drive in the direction opposite to rally traffic during the official Reconnaissance on Friday, April 16, 2004 from 9:00 am to 5:00 pm.
Reconnaissance on Stages 5 and 6, Colchester I and II, may be conducted only from 9:00 am to 1:00 pm.
Reconnaissance on Stages 9 and 10, Russell Brook I and II, may be conducted only from 1:00 pm to 5:00 pm.
Reminder: Reconnaissance may be conducted only in standard, unmarked road cars or in unmarked, single color Group N cars. The only competition cars allowed for Reconnaissance are single color Group N cars, which must have the start numbers and all stickers and decals removed entirely.

4/8/2004 - Addition to Supplementary Regulations:
Article 6.1 Time for Registration: Registration will start earlier: Thursday, April 15, 2004 from 7:00 pm to 9:00 pm; Friday, April 16, 2004 from 8:00 am.

4/8/2004 - Mr. Willy's Restaurant at Rally HQ will open on Saturday at 6:00 am:
Competitors and marshals may purchase breakfast and lunch starting at 6:00 am.

4/7/2004 - Addition to Supplementary Regulations:
Article 6.0 Registration and Scrutineering: Competitors are no longer required to present competition vehicles with white door number panels. These number panels together with start numbers will be provided at Registration courtesy of D&S Communications, a company owned by the Eastern States Rally Championship competitor Scott Gardner.

4/7/2004 - Addition to Supplementary Regulations:
Article 13.6 Service, (b) Remote Refueling Area: Competitors will not be allowed to carry in their competition vehicles portable fuel containers from Service A to the remote refueling area.

3/24/2004 - Operation of Shakedown Stage:
Competitors are reminded that the safety and insurance requirements necessitate that the operation of the Shakedown Stage be conducted in the same manner as the operation of any other Special Stage. This means that the competition cars must pass the technical inspection and competitors must wear helmets and driving suits. Only registered competitors may ride in the competition cars on the Shakedown Stage. There will be no exhibition or press rides allowed. The organizer will provide standard emergency and medical services.

Tony Dacres of Cincinnati, Ohio has accepted the position of Chief Communications Officer for Rally New York 2004.

3/1/2004 - Albee Bockman is Chief Medical Officer:
Albee E. Bockman, President and CEO of MOBILEMEDIC has accepted the position of Chief Medical Officer for Rally New York 2004.

2/29/2004 - Addition to Supplementary Regulations:
Article 4.1 Fees: Note: The Entry Fee includes two tickets to the awards dinner at Mr. Willy's Restaurant; additional tickets for $20 at Registration.
