Rally New York USA 2004 will take place on Saturday, November 6, 2004. Registration of competitors, technical inspection of competition vehicles and optional reconnaissance will be on Friday. Early registration will take place on Thursday night. Competitors requiring stage notes will receive commercially prepared numerical stage notes at no additional cost together with a tulip route book. Pace notes are allowed.

The rally headquarters and ceremonial start and finish will be in Monticello, New York, which is located only 90 miles northwest of New York City. Please see the event schedule for locations and times. The special stages will be located in spectacular Sullivan County in the southern Catskill Mountains. All special stages will be entirely within the borders of the Town of Tusten in an area approximately 20 miles southwest of Monticello.

There will be twelve special stages with approximately 65 stage miles. Eight stages of 52 miles in length will be on gravel. The remaining four stages of 13 miles will be on tarmac. The crews will have the opportunity to change tires for tarmac stages. Tarmac stages will contain retarders in the form of chicanes for added safety. All special stages will be different from special stages used by Rally New York in April 2004.

Rally New York USA 2004 is the final round of the National Auto Sport Association Eastern States Rally Championship. The year-end Championship awards ceremony and dinner party will take place after the rally.
