March 26, 2007 - Appointment of Steward

Rod Hendricksen, an experienced co-driver, has accepted the position of Steward. He will be working alongside the Chief USRC Steward Tom Burgess.

Change of Time for New Drivers Briefing
The new drivers briefing has been rescheduled for 19:45 on Friday, March 30, 2007. The briefing will take place after the Ceremonial Start. The location at the Tusten Town Hall remains unchanged. Rod Hendricksen will conduct the briefing.

Access to Spectator Area by Competitors and Service Crews
Competitors and service crews are reminded that in order to gain free access to spectator areas where admission fee is collected by local Narrowsburg organizations, competitors and service crews must present their credentials at the entrance to the spectator area.

Service Vehicles Not Authorized at Shakedown and Ceremonial Start
The service area for shakedown is at the Central Service Park. Team service vehicles are not authorized at Shakedown and the Ceremonial Start. Service crews may perform minor adjustments using tools and parts brought from the Central Service Park. Tire changes are not allowed at Shakedown and the Ceremonial Start.

March 26, 2007 - Notice Regarding Article 6 of Supplementary Regulations - Tires

Article 6 of Supplementary Regulations states: Tires must either meet the requirements of Appendix IV of the FIA Rally General Prescriptions or must be approved by DOT for highway use.

Competitors are advised to take notice of the following paragraphs of Appendix IV:

2.1 …grooves at least 5.5 mm deep,…

4.1 Point 2.1 will be checked at the start of each rally and each time the competitor replaces a used tire with a new tire.
4.2 At all times during the event, the tread depth of the tires on the car must not be less than 1.6 mm over at least three quarters of the tread pattern.
4.3 The spare wheel may be reused if, and only if, the minimum depth is 1.6 mm, but must always remain on board.

Please take further notice that tires approved by DOT for highway use must maintain the same minimum tread depth of 1.6 mm at all times during the event.

A manual system (backup system) per Article 14.2 of Supplementary Regulations will be used at the start and at the finish of each Special Stage.

Road Conditions as of Sunday, March 25:

Tarmac roads are dry, free of snow and smooth. Some turns are covered with sand remaining from the winter. Mathias Weiden stage:

Gravel stages that consist of roads that are regularly maintained by the town are also free of snow and smooth. They are damp and little soft, which will change in the course of this coming week. Below are the photos of Cochecton Turnpike and Mahls Pond Road:

Gravel road Deep Hollow, which is a seasonal road, has been plowed. There are isolated sections of snow or ice that will melt during the upcoming week. There are puddles of water from melted snow. The road is in a very good condition with no potholes. The town at our expense repairs the road after every rally. Deep Hollow Road looks like this:

Those who remember the condition of the middle three miles of Mortimer Schiff stage three years ago when we found the road would not recognize it now. Rally New York, Ten Mile River Scout Reservation and competitors have put a lot of work and money into this piece of road.

We are removing snow and ice from the first 4.5 miles of Mortimer Schiff using a bulldozer. What remains on the road is rapidly melting away. The rest of Mortimer Schiff stage has been plowed and is free of snow.

Competitors are reminded of Article 9 of Supplementary Regulations - Reconnaissance Rules: Competitors or persons in any way associated with the entrant may not travel over special stage roads outside the times listed in the Reconnaissance Schedule:

- After the date of publication of these Supplemental Regulations, no competitors or persons in any way associated with the entrant may travel over the special stage roads listed in Reconnaissance Schedule above outside the times listed in the Reconnaissance Schedule unless they live in the area or are traveling in an official capacity with the permission of the Clerk of the Course. This prohibition will continue after the Rally.

9.7 Reconnaissance Penalties
Any violations will be reported to the Stewards who will impose penalties at their discretion, including exclusion.

March 29, 2007 - No Specific Assignment of Service Areas in the Service Park

Competitors may select service areas in the Service Park on the first-come-first-serve basis or service one or more competition vehicles from one service vehicle.

Chicanes and Chicane Penalties

There will be three chicanes (retarders) on the Blind Pond stage and two chicanes on the Tusten stage. The chicane elements will be made of 55-gallon plastic barrels filled with water.

No penalties will be assessed for touching any element of a chicane. However, a 10-minute penalty will be given for blatantly disregarding a chicane, avoiding a chicane or driving on the outside of a chicane. Chicane marshals are Judges of Fact.
